Achievements
:
Shri R Saha was appointed as
UN consultant by ESCAP for preparing a regional
report on production and distribution of assistive
devices for persons with disabilities.Patent Facilitating
Centre (PFC) created by the DST under his leadership
in 1995. Now reckoned as a national facility for
obtaining IPR-related information, services and
advice. It has conducted almost 285 workshops on
IPR awareness, filed about 280 patent applications
in India and elsewhere. He handles all policy and
operational matters in the Department of Science
and Technology (DST) related to IPR, WTO and other
International conventions/treaties like the Convention
on Biological Diversity (CBD).He coordinated the
activities of two groups on Health Care and Waterways
for the Technology Vision 2020 and reports prepared
by TIFAC. He conducted IPR awareness workshops in
Namibia, Mauritius and Sri Lanka at the requests
of respective countries.
Shri.
Saha was invited by the Governments of Bangla Desh,
Indonesis and Sri Lanka to deliver talks on IPR
in their national-level seminars. He acted as WIPO
resource person in many workshops/seminars arranged
by WIPO. He has a very good practical knowledge
of interpreting patent documents and information
and their analysis. He has a unique experience in
facilitating understanding of principles of TRIPS,
their implementation, importance in trade and science
& technology among Indian scientists, technologists,
science managers and policy makers. He is a Member
of the team for finalizing IPR agreements with EU,
France and Russian Federation.
He
has expertise knowledge in Laws-governing technology,
S&T Policy and Planning, Research and Development
(Noise, Vibrations, Fatigue, Aircraft Design), Technology
Information, Forecasting and Assessment (TIFA),
Evaluating test facilities for compliance with Good
Laboratory Practice (GLP), Technology evaluation,
including economic evaluation and certification
(Evaluation of aircraft, air services and airlines),
Technology development and transfer {About 40 assistive
devices for persons with disabilities got developed
which reached the users), Development and dissemination
of information packages and databases (CD ROM, video
films, manuals, booklets, internet portal), Innovation
policies and management, including innovation at
grass-roots level.
